EL PORTAVOZ, Santo Domingo. – La nueva Ley 57-23 sobre fomento a la aviación civil en la República Dominicana podrá tener gran impacto en la economía y el comercio del país, generando más de 50 mil empleos directos e indirectos en los próximos 5 años y representando un crecimiento del Producto Interno Bruto de casi un 3%.

La información salió a relucir en el panel sobre el impacto que tendrá la referida ley, organizado por la Cámara de Comercio de Santo Domingo, en el que participaron la presidenta de dicha institución, Lucile Houellemont; el director del Instituto Dominicano de Aviación Civil, Héctor Porcella; el presidente de Arajet, Víctor Pacheco; el ex-presidente de Asonahores, Enrique de Marchena; y la Subdirectora de Gestión de Cumplimiento de la Dirección General de Impuestos Internos, Ricela Sprauss.

Los exponentes coincidieron en que esta nueva Ley dota al país de un marco legal que le permite tener unos criterios de competitividad frente a la industria aeronáutica internacional para que así las aerolíneas nacionales puedan competir en igualdad de condiciones y de esta manera tener un impacto positivo al crecimiento económico dominicano.

Pacheco realizó una presentación en la que comparó el marco legal fiscal en el que queda a partir de ahora República Dominicana frente a otros países de la región como Panamá, Colombia o México y concluyó que esta nueva Ley es vital para que pueda existir una aviación comercial exitosa en el país. “Hay que aplaudir la iniciativa del Estado pues sin esta ley era imposible que se pudiera crear una aerolínea nacional en el país y que esta pudiera ser competitiva; a partir de ahora veremos cómo gracias a este marco legal el tráfico de pasajeros se duplicará en el país a 2028” afirmó el empresario.

De su lado Porcella aseguró “la Ley 57-23 convertirá a la República Dominicana en Hub aéreo continental y en uno de los destinos más atractivos para la inversión internacional con un impacto trascendental en la generación de empleo y de riqueza para el país”

En sus palabras de apertura, la presidenta de la Cámara de Comercio afirmó que desde esa institución respaldarán cada una de las iniciativas que impacten el crecimiento del comercio y la conectividad con los demás países del continente para así seguir facilitando el hacer negocios en República Dominicana.

De igual manera desde ASONAHORES respaldaron la iniciativa por el impacto que tendrá en el turismo dominicano, y la subdirectora de la DGII explicó cómo funcionará la nueva ley, para que las aerolíneas dominicanas puedan beneficiarse de los incentivos y así poder generar el impacto económico esperado.

La referida normativa contempla en favor de las empresas operadoras de transporte aéreo comercial nacional que cumplan con los requisitos previstos en la ley los siguientes incentivos fiscales:

1)      Exención total de la retención del impuesto por concepto de pagos de rentas al exterior por arrendamiento de aeronaves o motores de aeronaves y los servicios de mantenimiento y reparación de aeronaves; las partes del motor y otras piezas de aeronaves;

2)      Exención del pago del Impuesto sobre los Activos declarados en la Dirección General de Impuestos Internos (DGII)

3)      Retención de carácter único y definitivo de solo el cinco por ciento (5%) del impuesto por concepto de pagos al exterior por entrenamientos y capacitaciones al personal de tripulación, por parte de no residentes; uso y mantenimiento de programas informáticos y software relacionados
