En la 28.ª Conferencia de las Partes de la Convención Marco de las Naciones Unidas para el Cambio Climático (COP28) se anunció el aporte de 476 millones de dólares para la puesta en operación del Fondo de Pérdidas y Daños por efectos del cambio climático en países en desarrollo, donde la República Dominicana ha jugado un papel clave en la creación y el diseño. Dichos fondos podrán estar operativos en corto plazo y su aprobación era una de las principales metas de esta cumbre climática. 

“República Dominicana figura entre los países más vulnerables ante los devastadores efectos del cambio climático. Los recientes hechos ocurridos en el país, que dejaron una treintena de personas fallecidas y millonarias pérdidas a lo largo y ancho de nuestro territorio así lo demuestran. Por eso, la operativización del Fondo de Pérdidas y Daños es una victoria para nuestra nación y una oportunidad sin igual para mejorar la capacidad nacional de responder a las emergencias generadas por eventos naturales”. Así se expresó el vicepresidente ejecutivo del Consejo Nacional para el Cambio Climático y Mecanismo de Desarrollo Limpio (CNCCMDL), Max Puig, durante el acto de apertura de la Conferencia.

“Hemos sido testigos de una jornada histórica en las negociaciones climáticas multilaterales. Durante más de 3 décadas, los países en vías de desarrollo hemos trabajado arduamente para demostrar que el sistema de desarrollo industrial sobre el que se ha basado el crecimiento de las principales economías del mundo ha tenido efectos negativos para el planeta, lo que nos afecta directamente. Hoy, en el primer día de la COP28, podemos celebrar que estamos creando un mecanismo para ser resarcidos por estos daños, que son consecuencia directa del cambio climático”, expresó.

En tal sentido, Puig agradeció el liderazgo de Emiratos Árabes Unidos y su contribución inicial de 100 millones de dólares para este fondo, al que también se sumaron la Unión Europea, que aportará 150 millones de dólares; Alemania y Reino Unido con 100 millones de dólares cada uno; Japón, que anunció un aporte de 10 millones de dólares, y Estados Unidos, otros 16 millones de dólares.

Estas contribuciones suman, en principio, unos 476 millones de dólares, que transitoriamente serán manejados por el Banco Mundial, luego de que el Comité de Transición del Fondo de Pérdidas y Daños, creado el pasado año 2022 durante la COP27 en Egipto, lo considerara necesario para que sea operativo en el menor plazo posible.

Puig también felicitó a la delegación de República Dominicana que ha trabajado de manera ardua durante los últimos 3 años para la creación de este Fondo, conformado el pasado año 2022 durante la COP27 en Sharm el-Sheikh, Egipto, y en el que ha jugado un papel fundamental la viceministra de Relaciones Internacionales del Ministerio de Medio Ambiente y Recursos Naturales, Milagros De Camps, así como Camila Rodríguez Mirabal, quien coordina esta agenda en el grupo de Pequeños Estados Insulares en Desarrollo, conocido como AOSIS, por sus siglas en inglés.

El Fondo de Pérdidas y Daños complementará los aportes del Fondo Verde del Clima y el Fondo de Adaptación, para la financiación de la acción climática y la implementación de los Planes Nacionales de Adaptación, así como para mejorar la respuesta a emergencias y riesgos por efectos del calentamiento global.
