Los ministerios de Educación (MINERD), de Educación Superior, Ciencia y Tecnología (MESCYT) y el Instituto Nacional de Formación y Capacitación del Magisterio (INAFOCAM) firmaron un acuerdo para fortalecer la formación de los docentes a través de la implementación del Marco Normativo para la Formación Docente, aprobado por el Consejo Nacional de Educación Superior, Ciencia y Tecnología (CONESCYT) mediante Resolución 01-2023 en marzo de este año.
El convenio, suscrito por el ministro de Educación, Ángel Hernández, el titular de la MESCYT, Franklin García Fermín, y el director ejecutivo del INAFOCAM, Francisco Ramírez, tiene como finalidad asegurar la aplicación en el sistema de educación superior de los lineamientos establecidos y consensuados en el Marco Normativo para la Formación Docente que dé como resultado profesionales de la educación competentes y altamente calificados.
El ministro Hernández destacó que este mecanismo integral va a permitir que haya mayor coherencia entre lo que el Ministerio de Educación aspira y lo que hace en términos de formación docente.
“Esto va a enriquecer la formación docente y a fortalecer la calidad de la educación, que es la meta final a la que todos aspiramos, que el país tenga un sistema educativo más fortalecido y donde los resultados puedan ser de orgullo para todos”, dijo.
De su lado, el ministro García Fermín, manifestó que el enfoque por competencias incluidas en el Marco Normativo contribuye a elevar el perfil del docente, dado que requiere llevar a la práctica un trabajo responsable en el aula, el manejo de los contenidos generales, disciplinares y psicopedagógicos.
El funcionario dijo que en el Marco de la Nueva Normativa para la formación de docentes del país se estableció que para el ingreso a las carreras de Pedagogía se procurará contar con un sistema de admisión que evalúe el perfil de ingreso de los postulantes, combinando pruebas de conocimientos, psicológicas, evaluación de actitudes, y de aspectos vocacionales.
Ratificó que se ha establecido una batería de instrumentos para utilizarse en el proceso de admisión, que incluya la Prueba de Orientación y Medición Académica (POMA) y que la actual Prueba de admisión universitaria, la PAA – College Board, sea progresivamente sustituida.
García Fermín afirmó que los estudiantes que rindan en la prueba y no obtengan el puntaje mínimo establecido para ella, recibirán una formación complementaria dictada por las IES y tendrán el derecho a tomarla en otra oportunidad, pero preparados al más alto nivel para que le sea aprobada.
“El Marco Normativo constituye un adecuado ejercicio ciudadano, alineado con la transformación social con una actitud positiva que garantice el desarrollo sostenible de la familia como núcleo fundamental de la nación”, subrayó García Fermín.
Destacó que es interés del Gobierno dominicano optimizar la formación docente integral de calidad y con equidad en la República Dominicana, para hacer de la nación un espacio geográfico y humano, comprometido sustancialmente con la innovación socioeducativa y económica, capaz de impulsar los procesos de transformación del nuevo orden mundial.
Aseguramiento de la calidad
El convenio contempla que el MESCYT, en coordinación con el INAFOCAM y MINERD, establecerá un sistema de monitoreo y acompañamiento sistemático a las instituciones de educación superior para la implementación del citado Marco Normativo en este convenio.
El INAFOCAM apoyará con el financiamiento, la implementación del sistema de monitoreo y aseguramiento de la calidad para procurar, en coordinación con el MESCYT, fomentar procesos de acreditación de los programas de formación inicial docente.
Asimismo, el MINERD busca asegurar un sistema educativo inclusivo y de calidad que contribuya a la formación integral y permanente de las personas y al desarrollo del país, mediante la formulación e implementación de políticas, normas y regulación.
De igual forma, después de la rúbrica se procedió a desarrollar un taller entre ambas partes, sobre el análisis de la Normativa de Formación Docente 01-23, el cual propuso de forma colaborativa los aspectos más relevantes que arrojan en el análisis como recomendaciones.
También se realizaron otros eventos de igual naturaleza, reuniones técnicas y reflexivas para enriquecer el producto esperado.
Estuvieron presentes los viceministros del MESCYT, Paula Disla, Genaro Rodríguez, Juan Francisco Viloria, María López, José A. Cancel, así como el director de Gabinete, Juan F. Medina. Además, contó con la participación de la viceministra del MINERD, Ancell Scheker.
