Durante tres días, la Oficina Gubernamental de Tecnologías de la Información y Comunicación (OGTIC) y el Gabinete de Innovación, lideraron los primeros pasos para la formulación de la Estrategia Nacional de Inteligencia Artificial (ENIA), con una metodología dirigida por el Banco de Desarrollo de América Latina (CAF) y con el apoyo del Banco Centroamericano de Integración Económica (BCIE).
Este proceso fue inaugurado con la mesa de alto nivel encabezada por el ministro de la Presidencia, Joel Santos, en calidad de presidente del Gabinete de Transformación Digital; el presidente de la Cámara de Diputados, Alfredo Pacheco, y el canciller, Roberto Álvarez, entre otros directores y representantes.
El director general de la OGTIC y del Gabinete de Innovación, Bartolomé Pujals afirmó que la Estrategia de Inteligencia Artificial que se trabaja es fruto de la cuarta revolución industrial y que en este espacio se debate cuáles son esos lineamientos y estrategias que se tienen que impulsar para que el país pueda estar a prueba de futuro, de modo que se utilicen la inteligencia artificial y la tecnología para mejorar la calidad de vida de la gente.
Pujals refirió tras el anuncio del presidente Abinader en abril, que “para agosto seremos el primer país en Centroamérica en tener una Estrategia Nacional de Inteligencia Artificial que genere un marco de ruta de inversión, de investigación y desarrollo para tomar partida sobre lo que la misma está generando en el mundo, tanto en los sectores productivos como en el sector público y cómo puede servir para mejorar los servicios públicos que van en beneficio de los ciudadanos”.
El espacio de trabajo lo conformaron cinco mesas que incluyeron diversos pilares para la implementación de la Estrategia Nacional de Inteligencia Artificial. Entre estos estuvieron los aspectos éticos y gobernanza, talento humano, investigación, desarrollo e innovación y datos e infraestructura.
Un total de 141 representantes del sector público y privado, la academia y la sociedad, definieron la visión de la inteligencia artificial en la República Dominicana y determinaron tanto los desafíos como las oportunidades que se derivan de esta tecnología emergente y exponencial, junto con las acciones que permitirán crear marcos regulatorios para utilizarla en beneficio de los dominicanos.
Los ministros y altas autoridades abordaron el debate de la visión al 2050 de una República Dominicana con la Inteligencia Artificial con un discurso abocado hacia la aplicación de la IA dedicada a la ciudadanía. Dentro de los desafíos mencionados se encuentra la transformación del sistema educativo, la fuga del talento humano técnico profesional, la gobernanza de la innovación, marcos legales claros y dinámicos, así como la inversión en innovación, investigación y desarrollo.
En el marco de las diferentes mesas temáticas, se abordaron temas como la legislación y gobernanza de la protección de datos, la formación técnico-profesional, la innovación y el desarrollo y la protección de datos e infraestructura.
Igualmente, se discutieron desafíos como la brecha digital y la falta de incentivos a la innovación y la privacidad de los datos, al mismo tiempo que se identificaron oportunidades en la promoción de carreras STEAM, la creación de datos representativos y la implementación de la interoperabilidad en el sector público y privado.
Con base en las valiosas discusiones llevadas a cabo durante las mesas temáticas para la Estrategia Nacional de Inteligencia Artificial, se ha reconocido la importancia de involucrar a toda la ciudadanía en este proceso.
Como resultado, la OGTIC y el Gabinete de Innovación anuncian la apertura de un proceso de consulta ciudadana digital durante todo el mes de julio, con el objetivo de recopilar aportes e insumos de diversos sectores de la sociedad. Este proceso permitirá enriquecer la Estrategia Nacional de Inteligencia Artificial con perspectivas variadas y garantizar su pertinencia y efectividad en beneficio de todos.
