Comunicador denuncia irregularidad en licitaciòn pùblica que realiza la Policìa Nacional

SANTO DOMINGO.- El comunicador Roberto Monclús denunció una serie de supuestas irregularidades  que se estaría dando en una licitación pública que realiza la Policía Nacional para adquirir radios y equipos de comunicación en el marco del plan de modernización de esa institución del orden.

Para advertir sobre las supuestas irregularidades en el procedimiento de la “Licitación Pública Nacional No. POLICIA NACIONAL-CCC-LPN-2023-0002, Monclús remitió una comunicación al titular de la Dirección de Compras y Contrataciones Públicas, dirigida al señor Carlos Pimentel Florenzán, de la cual le envió una copia al director de El Nuevo Diario, Persio Maldonado Sánchez y a otros comunicadores.

En la misiva, con fecha del 15 del presente mes de junio, el denunciante precisa que durante un análisis al pliego de condiciones pudo identificar ocho violaciones directas a la Ley 340-06 sobre Compras y Contrataciones Públicas, por lo que cataloga el proceso como viciado.

“Me he sumergido en la revisión del pliego de condiciones y especificaciones técnicas del proceso donde hemos identificado que las bases de la contratación se encuentran viciadas de irregularidades,  tanto en los requerimientos, en la manera en que los mismos van a ser evaluados, que permiten concluir  que los mismos se encuentran direccionados a unos equipos de un marca determinada y por lo tanto incurriendo en un bloqueo a la participación y presentación de propuestas que sean diferentes a estas preselecciones,  incumpliendo con esa práctica los principios y preceptos de la Ley 340-06 sobre compras y contrataciones del Estado dominicano”, indicó Monclús.

Con relación a lo observado en el pliego de condiciones, el experto en el tema sostuvo que resulta pertinente en primer orden “referir lo relativo al direccionamiento de proceso, para luego exponer otros motivos menos graves, pero igualmente invalidantes del proceso que han podido ser advertidos durante la revisión del pliego y sus anexos”.

El también futuro abogado manifestó que espera que con su denuncia el pliego sea revisado y se elimine la direccionalidad que presenta.
