La Corporación de Acueducto y Alcantarillado de Santo Domingo (CAASD) informó a través de un comunicado de prensa que hace más de un mes inició los trabajos de la cañada Las Ochocientas, ubicada en Los Ríos, obra que había sido reclamada durante años por los residentes del lugar.
Luego de realizada la licitación para la construcción de la obra en diciembre del pasado año 2022, el primer picazo fue dado en febrero y los ingenieros iniciaron el plan de acción para realizar los trabajos procurando que estos afecten lo menos posible el accionar diario de los comunitarios de la zona.
La obra mantiene su ritmo y al respecto conviene señalar que los plazos necesarios para realizar una intervención de 500-600 metros en ocasiones tienden a extenderse.
Para la CAASD es importante que los residentes de Las Ochocientas estén conscientes de las distintas etapas que conllevan los protocolos de las obras del Estado, así como los tiempos que se requieren para completar el saneamiento de una cañada como la de su comunidad, de manera tal que puedan comprender el paso operativo y vislumbrar cuánto tiempo pueden tomar en cada uno de los trabajos.
En este tipo de obras, una vez el proceso de licitación ha concluido, el contratista debe dirigir a una brigada que hace los levantamientos necesarios para conocer el estado real de la obra y determinar su alcance.
Actualmente, los trabajos de saneamiento de la cañada Las Ochocienta están en la etapa de limpieza y estabilización de los terrenos. Por esa razón, se estima que estará terminada entre diciembre de este año y enero de 2024, si las condiciones climatológicas así lo permiten.
Esta fase de limpieza se realiza con maquinarias de gran dimensión y consiste en acondicionar el terreno para luego colocar una especie de cajones. El operario ha confirmado que se trata de una obra de gran escala, en la que se utilizarán 2 cajones dobles de 3 metros de ancho x 2 metros de altura. Cada uno de esos cajones pesa 6 toneladas y se colocan aproximadamente 16 de ellos diariamente; esta operación requiere de una gran precisión y de un proceso logístico previo.
Actualmente los cajones de esta obra aún no han sido colocados debido a que el terreno está saturado de agua por las lluvias recientes.
“Si se procede con el uso de las retroexcavadoras en esas condiciones, el terreno se va a hundir y pueden producirse derrumbes que posteriormente impedirían dar continuidad a los trabajos, además de que sería una situación de riesgo para los trabajadores”, explica la Ing. Marcelle Ríos, directora de la Unidad Ejecutora de Proyectos de la institución.
En principio se tenía contemplado que el curso de la cañada iría por donde ella realmente cruza; sin embargo, los estudios demostraron que de ser así habría mayor repercusión en las actividades diarias de la comunidad y el tiempo para culminar la obra sería mayor.
En ese sentido, se tuvo que readecuar el diseño para hacerlo más seguro y rápido, a pesar de que en la actualidad parecería ir más lento de lo previsto.
El interés del presidente de la República, Luis Abinader, y del director general de la CAASD, el Ing. Felipe “Fellito” Suberví, es que cada obra que se entregue cuente con los estándares de calidad requeridos. La cañada de Las Ochocientas es una obra que al completarse cambiará para siempre la calidad de vida de los residentes de dicha comunidad.
