Gobierno dispone de RD 884 millones para 2024; así Sisalril garantiza coberturas adicionales para pensionados y jubilados

El superintendente de Salud y Riesgos Laborales (Sisalril), Dr. Jesús Feris Iglesias, informó que el Gobierno Central dispuso de RD 224 millones adicionales a los RD 660 millones ya estipulados en el presupuesto nacional, lo que suma para el año 2024 un total de RD 884 millones que garantiza las coberturas incorporadas durante los años 2021 y 2022, así como las de enero del 2023.

La medida impacta a los jubilados y pensionados inscritos en la Dirección General de Jubilaciones y Pensiones a cargo del Estado (DGJP), entre ellos médicos, maestros, policías, exmiembros de los cuerpos castrenses y otros profesionales, junto con sus dependientes directos.

La Superintendencia de Salud y Riesgos Laborales (Sisalril), al tener el soporte financiero, emitió la Resolución Administrativa No. 260-2023 dictada en fecha 14 de diciembre de 2023, que dispone el aumento del per cápita mensual de los diferentes planes especiales de servicios de salud para pensionados y jubilados

Los servicios que se incorporan para pensionados y jubilados son: acceso a dispositivos médicos, materiales y equipos (electrocoagulación, hemostasia y suturas mecánicas, microscopio, neuronavegador, aspirador ultrasónico y neuromonitor), aumento en la cobertura de medicamentos de alto costo a RD 2,090,000.00, incluyendo  adyuvantes y su utilización para tumores benignos. Igualmente se incorpora la cobertura de medicamentos de alto costo para algunas patologías no oncológicas a RD 1,000,000.00, otros procedimientos como la laparoscopia diagnóstica, la apendicectomía laparoscópica, el incremento por utilizar algunos equipos y terapias dialíticas continuas, entre otros.

También se confirma para este grupo la disminución del copago de dos salarios mínimos a un salario mínimo por evento. Así se reduce a un salario mínimo la cuota moderadora variable máxima por evento para los grupos 5 (hospitalización),6 (cesárea), 7 (cirugías), 9 (alto costo) y 13 (transplante renal)), aumento de un 15 % de uso de sala y equipos, aumento de un 15 % de habitación, de RD 2,100.00 a RD 2,415.00, aumento en un 20 % de los honorarios profesionales, consultas de internamiento (mínimo RD1,500.00).

El Dr. Feris Iglesias dijo que este era un aspecto pendiente que se tenía con los jubilados y pensionados. Ahora, al disponerse de los recursos financieros esto se cumple y se suma a los hitos alcanzados por el presente gobierno en materia de seguridad social.

Las coberturas tendrán efectividad al primero de diciembre, por lo que se ha instruido a las ARS que trabajan con esos planes (ARS SeNaSa; ARS CMS y ARS SEMMA) para realizar los debidos reembolsos a los afiliados que hayan incurrido en gastos de las referidas coberturas. 

Igualmente, se informó que ya la Sisalril está concluyendo el costeo de coberturas incorporadas en el Régimen Contributivo el pasado 14 de diciembre, con el fin de someter el requerimiento financiero debido para el Régimen Subsidiado al igual que el de los Pensionados y Jubilados

El superintendente concluyó enfatizando que este es el gobierno que más incorporaciones ha hecho al catálogo de prestaciones del Seguro Familiar de Salud y se ha ocupado de que se vayan actualizando los distintos regímenes de financiamiento.
