El ministro de Educación, Ángel Hernández, aseguró que el Ministerio ha priorizado el gasto educativo cambiando el perfil de la inversión y enfocándose más en la calidad y en los aspectos que tienen que ver con el proceso de los aprendizajes, lo que en esta gestión ha pasado de un 6 % a un 12 %.

El ministro se expresó en esos términos al encabezar en San Francisco de Macorís el acto de presentación de los libros de textos impresos y digitales producidos por la Universidad Católica Nordestana (UCNE) bajo la coordinación de la Unidad Editorial del Minerd a través del proyecto Libro Abierto, donde destacó su importancia porque transmiten el contenido del currículo y ayudan a los alumnos a plasmar lo que se define como proyecto de nación.

“Antes se gastaba en el Minerd menos de un 6 % en programas de formación docente, mobiliario, libros de textos y cualquier otro medio que impacte en el aula, lo que en esta gestión se ha incrementado en un 12 %, cambiando el perfil de la inversión para gastar más en calidad y en los aspectos que tienen que ver con el proceso de aprendizaje de los estudiantes”, sostuvo Hernández.

El titular de Educación manifestó que por el manejo que hoy día se da al manejo del 4 % del Producto Interno Bruto (PIB) destinado a la educación, hoy día hay más escuelas, aulas de mejor calidad, además de que este año el Minerd ha invertido casi 10,000 millones de pesos en reparación de escuelas que hacía años no se tocaban.

Al referirse al programa Libro Abierto, el ministro Angel Hernández dijo que a la fecha se han descargado 156,000 textos a través de dispositivos digitales, que 320,000 alumnos del país han visitado la plataforma y que cada día son más los jóvenes que incursionan en este portal buscando información.

Añadió que los libros de texto también significaban un gran gasto para las familias, pero que actualmente son gratis a nivel nacional para todo público, lo que va cambiando la educación del país.

Hernández también resaltó proyectos como el programa de Transporte Escolar (TRAE), puesto en marcha de manera oficial por el presidente Luis Abinader, en el que se dispondrá de 1,600 autobuses para transportar a los estudiantes a sus escuelas. También destacó la construcción y reparación de aulas, así como la formación docente para favorecer los aprendizajes de los estudiantes.

Manifestó que ese tipo de educación es la que hay que ver y cómo impacta a la sociedad dominicana, señalando que “todos tenemos que ponernos de acuerdo porque la educación es la primera prioridad del país".

Reiteró que todos deben proponerse cambiar la escuela, lo que se puede lograr también dotando a cada estudiante de un libro de texto, lo cual que desde hace 10 años no llegaba a la educación secundaria y eso hoy está resuelto para todos los niños.

Durante su discurso, el ministro felicitó a los autores que trabajaron en los libros y a todos los que confiaron  en que era posible como la Academia de Ciencias y  las universidades, para lograr que hoy 72 libros  estén colgados en el portal del Minerd.

 Dijo que el proyecto completo abarca 195 textos, lo que permitirá que los alumnos puedan tener diversidad de contenidos y autores, así como formación del liderazgo ciudadano con el que todos que todos queremos contar para vivir en una sociedad democrática  y en un mundo mejor para todos nuestros niños.

En tanto que, el rector de la UCNE, reverendo padre Isaac García de la Cruz, sostuvo que desde que el Minerd abrió la convocatoria para este proyecto, la universidad que dirige aceptó por entenderlo  como un aporte al bienestar y la transformación del país y agradeció la confianza depositada en ellos para compartir sus estrategias, conocimientos y preceptos, que han guiado a los autores para la consecución de estos libros.

“Cada libro, a nivel nacional, tiene un rostro detrás y era necesario que nosotros los conociéramos, porque esos libros, no solamente son letras muertas o frías que van a parar en una biblioteca, sino, sobre todo, en conocimientos actuales y reales, procesos de enseñanza-aprendizaje, que van a llevar al país a un cambio radical”, dijo el reverendo.

Apolinar Escolástico, director de la Escuela de Educación de la Universidad Nordestana, expresó que los libros de textos son la base sobre la cual los estudiantes construirán sus sueños y aspiraciones y que el nuevo material didáctico proveerá a los alumnos de las competencias necesarias para su desarrollo académico, ya que han sido diseñados para proporcionar una educación de calidad, accesible y equitativa para todos.

Asimismo, Manuel Núñez, director de la Editorial Libro Abierto, manifestó que anteriormente no era posible cumplir con las necesidades de los servicios educativos, pero que hoy en día a través de la plataforma del Minerd se puede acceder al Libro Abierto desde el lugar más remoto, a través de la computadora o el celular, lo que es un logro único en el sector educativo

“Creemos que la educación es un bien que permite perpetuar la nación, creando individuos que sepan leer, expresarse y decir lo que piensan, convirtiéndose en personas productivas”, dijo Núñez.

Precisó que, al día de hoy, se han distribuido alrededor de cuatro millones de la edición impresa de los libros de textos y falta un 40 % por distribuir.
