El ministro de Economía, Planificación y Desarrollo, Pável Isa Contreras, anunció, durante la celebración del Premio Nacional Voluntariado Solidario 2023, la creación de un fondo de RD 8 millones para apoyar organizaciones de personas voluntarias.

Este fondo, creado gracias a los aportes de la Asociación Cibao de Ahorros y Préstamos y el Banco BHD, servirá para impulsar iniciativas de voluntariados en todo el país, con lo que se contribuirá al desarrollo nacional a través de acciones solidarias.

La entrega del Premio Nacional Voluntariado Solidario 2023 fue organizada por el Ministerio de Economía, mediante el Centro Nacional de Fomento y Promoción de las Asociaciones sin Fines de Lucro (CASFL), junto al programa Supérate, el Sistema de las Naciones Unidas, la red de organizaciones Alianza ONG y las entidades bancarias mencionadas.

Bajo el lema “Voluntariado en todas partes”, la undécima edición de este galardón tuvo lugar en el Teatro Nacional, con discursos del ministro Isa Contreras; de la directora general del programa Supérate, Gloria Reyes; y del coordinador residente del Sistema de Naciones Unidas en el país, Mauricio Ramírez Villegas.

El economista Isa Contreras explicó que desde el CASFL se impulsan estrategias como contribuir a fortalecer una cultura de solidaridad y mejorar las competencias de las organizaciones que gestionan programas de voluntariados e integrarlos en el diseño y ejecución de las políticas públicas.

Añadió que en esta edición del galardón se postularon 74 personas de diferentes edades, ocupaciones y lugares de residencia, las cuales fueron evaluadas en 15 categorías.

“Este premio es un homenaje que va más allá de la solidaridad. Es un reconocimiento a mujeres y hombres que creen en el compromiso colectivo y la colaboración para construir desarrollo, que es construir bienestar”, externó el economista e investigador en las palabras de apertura.

Mientras que la directora general de Supérate, Gloria Reyes, destacó que las personas y organizaciones voluntarias pueden encontrarse en cualquier punto del país, sin importar las condiciones de vida que imperen allí.

Por su lado, el coordinador residente Mauricio Ramírez afirmó que la alianza entre voluntarios y el Estado constituye un mecanismo importante para otorgar al voluntariado un papel más crucial en la consecución de los Objetivos de Desarrollo Sostenible (ODS).

Además, ponderó la importancia de las personas voluntarias en los procesos de planeación, preparación, respuesta y recuperación ante los efectos causados por fenómenos naturales.

En esta edición del premio anual fueron galardonadas 16 personas voluntarias, además de que se entregaron reconocimientos especiales a cuatro programas de voluntarios y seis personas que apoyan esta labor.

Los premiados y las premiadas

La ganadora del Gran Premio Voluntariado Solidario 2023 fue la economista Melba Barnett, cofundadora de Participación Ciudadana y voluntaria de Profamilia, quien ha dedicado 30 años como voluntaria, al desempeñar roles clave en diferentes organizaciones, como coordinadora general, miembro de juntas directivas y participar en distintas comisiones y consejos. Su contribución ha sido esencial en proyectos de derechos humanos, observación electoral, fortalecimiento institucional, justicia y participación social.

En la categoría Juventud fue galardonada Maureen Tejeda Metz; en Niñez, Laura Mendoza; en Mujer, Agripina Concepción; en Adultos Mayores, Marianela de la Cruz; en Inclusión, Elaine Ortega Gómez; en Deporte, Marcus Bohm; en Desarrollo Fronterizo, Dauris Alcántara; y en Medio Ambiente, César Iván Rosario.

De igual modo, fue premiado en el reglón Cultura el voluntario Isaac Rudman; en Educación, Mercedes “Mechy” Coronado; en Salud, Xenia Gell de Álvarez; en Voluntariado Religioso, Eurelice Taveras; en Voluntariado Virtual, César Ariel Rodríguez; y en Asistencia Humanitaria, Orlando Suero y Manuel Martínez.

A su vez, la ceremonia contó con reconocimientos especiales, que fueron presentados por la directora ejecutiva del CASFL, Vielka Polanco.

El reconocimiento al Voluntariado Internacional fue otorgado al Programa de Voluntarios de la Agencia de Cooperación Internacional del Japón (JICA, por sus siglas en inglés). Mientras que por Voluntariado Corporativo fue homenajeado el Voluntariado Humano de Corazón, del Grupo Humano.

Además, el reconocimiento al Voluntariado Gubernamental fue destinado al Centro de Promoción de Salud Integral de Adolescentes del Ministerio de la Mujer y a la Defensa Civil.

Igualmente, el Voluntariado Gestor fue entregado a Nelly Carias, directora ejecutiva del Comité Gestor de voluntariados de instituciones públicas. Mientras que por Comunicación Solidaria fueron distinguidos los comunicadores Jatna Tavares, Francisco Vásquez, Miralba Ruiz, Jessica Hasbún y Pamela Sued.

El acto concluyó con una presentación artística de la mano del coro de la Catedral Primada de América.

Sobre el galardón

El CASFL coordina la entrega anual del Premio Nacional de Voluntariado Solidario, que se realiza durante la semana del 5 de diciembre, en conmemoración del Día Internacional del Voluntario. El propósito fundamental de este galardón es destacar, festejar y reconocer la dedicación de individuos voluntarios y las organizaciones que administran programas de voluntariado en la República Dominicana.

La Ley 1-12, que establece la Estrategia Nacional de Desarrollo 2030, contempla entre sus objetivos generales la promoción del voluntariado como un medio para que la población participe en el proceso de desarrollo y destaca la solidaridad como un valor esencial.

Por tal razón, cada año el CASFL hace un llamado a instituciones gubernamentales, organizaciones de la sociedad civil, centros educativos y universidades para presentar nominaciones y participar en el Premio Nacional Voluntariado Solidario.
