El ministro de Salud doctor Daniel Rivera, presentó este jueves el Plan Estratégico Nacional de Salud 2030 a los principales representantes de los organismos y agencias internacionales de cooperación, con la finalidad de promover enfoques comunes que facilitarán la cooperación y gestión internacional a favor de la salud del pueblo dominicano. 

El titular de Salud destacó que “considerando la complejidad que revisten los procesos de esta naturaleza, presentamos el resultado final de este arduo trabajo colaborativo y participativo, que representa la respuesta del Estado Dominicano, a una deuda histórica con la salud de la población”. 

Precisó que “el Plan Estratégico Nacional de Salud 2030, es un instrumento de gestión para la producción social de la salud, y responde a los mandatos de la Ley General de Salud 42-01, guardando estrecha coherencia con la Ley Orgánica de la Estrategia Nacional de Desarrollo de la República (Ley 1-12), las normas del Sistema Nacional de Planificación e Inversión Pública establecido por la Ley 498-06 y los Objetivos de Desarrollo Sostenible. 

Manifestó que para llevar a cabo el proceso de diagnóstico y formulación de esta iniciativa, se conformaron comisiones técnicas, una por pilar, a los fines de abordar las perspectivas en salud relacionadas a inclusión social y redes de servicios, gobernanza, gobernabilidad y articulación pública, privada y comunitaria. 

Incluye, entre otros pilares, los componentes de ambiente, territorio y adaptación al cambio climático, economía, cuentas nacionales y asignación de recursos.

El ministro de Salud dijo que “para cumplir la meta del Gobierno del presidente Luis Abinader, orientada en mejorar los indicadores de salud de los dominicanos, el PLANDES 2030, contempla 4 objetivos estratégicos, operativizados en 18 líneas de acción y un portafolio de 35 proyectos para el desarrollo sostenible del Sistema Nacional de Salud”. 

De su lado, el licenciado Miguel Rodríguez Viñas, viceministro de Fortalecimiento del Sector Salud, presentó los procesos de formulación del Plan Estratégico Nacional de Salud 2030, donde definió los objetivos de cada pilar, la visión de Salud como producto logrado y los próximos pasos la implementación del Plan entre otros puntos importantes.

En tanto, la directora de Conducción Sectorial del Ministerio de Salud, Mariel Meléndez, presentó las iniciativas de desarrollo para el fortalecimiento de la función rectora del MSP y el portafolio de proyectos del PLANDES, entre otros proyectos prioritarios del organismo de Salud.

El encuentro contó con la presencia de Takagi Masahiro, embajador del Estado de Japón en República Dominicana; Chen Luning, embajador extraordinario plenipotenciario de la República Popular China en el país; María José Le Duc, agregada de Cooperación Lingüística y Universitaria, en representación del embajador de la República Francesa en República Dominicana.

Igualmente, representantes de la Agencia Japonesa de Cooperación Internacional (ICA-RD), de los Centros de Control y Prevención de Enfermedades de Estados Unidos (CDC), de la Agencia Francesa de Desarrollo (AFD), del Fondo de Población de Naciones Unidas (UNFPA), del Fondo de las Naciones Unidas para la Infancia (UNICEF), Organización Panamericana de la Salud / Organización Mundial de la Salud (OPS/OMS), Banco Mundial (BM).

Así también, ejecutivos del Banco Centroamericano de Integración Económica (BCIE), del Banco Interamericano de Desarrollo (BID), de la Unión Europea, PNUD, FAO, ONU, entre otras importantes organizaciones internacionales.

Por el MSP estuvieron presentes el doctor Eladio Pérez, viceministro de Salud Colectiva; el doctor José Matos, viceministro de Garantía de la Calidad, y el doctor Gerardo Mesa, director de Habilitación, entre otros funcionarios y colaboradores.
