Presidente Abinader emite decreto 301-23 que crea la Carrera del Agente de la DNCD

El presidente Luis Abinader, mediante el Decreto 301-23, emitió el reglamento que crea la Carrera del Agente de la Dirección Nacional de Control de Drogas (DNCD), como carrera administrativa especial dirigida al personal operativo y auxiliar de la DNCD que no proviene de las Fuerzas Armadas o de la Policía Nacional. 

Con esta disposición, se corrige el precario régimen laboral al que desde hace décadas han estado sometidos aquellos civiles que, como complemento a los efectivos militares y policiales, forman parte del organismo antidrogas. 

El reglamento regula la escala jerárquica, determinando los requisitos de ingreso, nombramiento, ascenso, traslado, desarrollo profesional, compensaciones, incentivos, retiro, término y demás aspectos de la carrera. 

Además, se detallan los criterios para la evaluación del desempeño, herramienta indispensable para determinar la permanencia, ascenso y separación de un agente de carrera.

De conformidad con el emitido reglamento, el régimen ético y disciplinario de todo agente de carrera de la DNCD estará regido por las normativas establecidas en la Ley núm. 50-88, sobre Drogas y Sustancias Controladas de la República Dominicana, en la Ley núm. 41-08, de Función Pública, y en el Código de Ética Institucional de la DNCD. 

Del mismo modo, se dispone que los actuales miembros de la DNCD que al momento de entrar en vigencia el reglamento se encuentren laborando en la institución sin provenir de las Fuerzas Armadas o de la Policía Nacional, para ingresar a la carrera de la DNCD, deberán haber cumplido con los requisitos y pruebas establecidas en el Reglamento.

La creación de esta carrera administrativa especializada tiene como fundamento el artículo 6 de la Ley de Función Pública que permite al presidente de la República, previo visto bueno del Ministerio de Administración Pública (MAP), crear carreras administrativas especiales en aquellos órganos de la Administración pública central y en las entidades descentralizadas.

Esta decisión del presidente Abinader representa un importante paso en la mejora de las condiciones laborales de todos los civiles que día tras día arriesgan sus vidas en el combate frontal al flagelo de las drogas.
