INDRHI lanza Plan de Manejo de la Cuenca del Yuna; infraestructuras controlarán inundaciones y optimizarán riego

El Instituto Nacional de Recursos Hidráulicos (INDRHI) fue sede de la puesta en marcha de un proyecto enfocado en contribuir con la seguridad alimentaria y la resiliencia al cambio climático en la cuenca hidrográfica del Yuna, implementado con el apoyo del Banco Interamericano de Desarrollo (BID) y que sigue la línea de trabajo hacia los Objetivos de Desarrollo Sostenible (ODS), los cuales cumple la gestión que encabeza el presidente Abinader.

El acto de lanzamiento estuvo encabezado por Olmedo Caba Romano, director ejecutivo del INDRHI, junto con el viceministro René Mateo, del Ministerio de Medio Ambiente y Recursos Naturales; el director ejecutivo del Gabinete del Agua, Gilberto Reynoso; el alcalde de Bonao, Eberto Núñez, y Gilles Damais, jefe de la misión del BID.

Caba Romano explicó que el proyecto, nombrado “Plan de Manejo de la Cuenca del Río Yuna, Gestión de Infraestructura de Riego y Adaptación al Cambio Climático”, beneficiará a las provincias La Vega, Monseñor Nouel, Sánchez Ramírez, Duarte y María Trinidad Sánchez y abarca la construcción, adecuación y mantenimiento de infraestructuras de riego y drenaje, para impactar un área superior a las 675,000 tareas y a más 70,000 personas, compuestas por 13,000 productores agropecuarios y sus familias.

Indicó que las obras serán financiadas por el BID y la Agencia de Cooperación Internacional del Japón (JICA), de manera conjunta.

Precisó que su ejecución se avala en informes elaborados durante la etapa de diagnóstico, iniciada tras la firma de un convenio con el BID en 2020. Explicó que el análisis integral de la cuenca conllevó el reconocimiento de sus capacidades e intereses en cuanto al agua, así como una descripción de los ecosistemas y los servicios que brindan. También, mapeo, descripción y análisis del estado y operación de la red de medición climática, hidrométrica y piezométrica del INDRHI y de la Oficina Nacional de Meteorología (ONAMET), una relación de los sistemas de riego y la cuantificación de las demandas hídricas de los diferentes usuarios.

En tanto, Raúl Pérez, director de Planificación y Desarrollo Hídrico del INDRHI, explicó que el proyecto contempla cuatro componentes principales que abarcan la gobernanza de la cuenca, con apoyo al Ministerio de Medio Ambiente y Recursos Naturales, fortalecimiento de la capacidad de gestión resiliente y operación del INDRHI y de las juntas de regantes; así como la gestión sostenible de los recursos naturales en la cuenca alta con la restauración y conservación ecológica y sistemas de producción sostenibles.

También, el apoyo para la adopción de tecnologías agropecuarias a los productores en la cuenca media y baja mediante asistencia técnica y financiera que les permita incrementar su productividad y sostenibilidad en el cultivo del arroz y/o la diversificación de sus sistemas productivos, y la rehabilitación y mejora de infraestructuras de riego, control de inundaciones y drenaje.

Participaron en el acto de lanzamiento, directivos de las juntas de regantes de las demarcaciones beneficiadas con el proyecto, como la de Aglipo II y la de Río Camú. De esta última pidió la palabra su presidente Santo Paulino para elevar en nombre de las asociaciones que representa el llamado a mantener las acciones de trabajo entre las partes para que el proyecto sea una realidad lo antes posible.

En el acto de inicio del proyecto estuvieron, además, representantes del Instituto Nacional de Aguas Potables y Alcantarillados (INAPA), de la Empresa de Generación Hidroeléctrica Dominicana (EGEHID), del Comité Consultivo de la Cuenca del Yuna, así como las entidades consultoras JGP, ITAC, REDDOM, IPRESAS, entre otras.

Por el BID también asistieron Luis de Los Santos, Ginés Suárez, Aude Archambault, Alexis de Agueda, Benoit Lefevre y Maximer Sabala, mientras que por el INDRHI estuvieron, además, los directores de Planificación para el Desarrollo Institucional, Juan Saldaña; la encargada del departamento de Presas, Josefina Turbides; el director de la regional Bajo Yuna, Aurelio Gómez; el asesor medioambiental Juan Fulvio Ureña, y Fausto Antonio Colón, coordinador de Programa de Riesgos, entre otros.
