Con el propósito de comprobar de forma directa el nivel de ejecución y el debido uso de los recursos públicos invertidos en la misma, el contralor general de la República, Félix Santana García, realizó una visita de inspección al proyecto múltiple de la presa Monte Grande, a solicitud del director general del Instituto Nacional de Recursos Hidráulicos (Indrhi), Olmedo Caba Romano, antes de su inauguración por el presidente Luis Abinader, pautada para el próximo jueves 25 enero.
El contralor ponderó la iniciativa que tuvo el jefe de Estado de dar continuidad a todas las obras en proceso, que no se terminaron en pasadas administraciones, como la presa Monte Grande, en el marco de la ética y la transparencia, con el fin de generar un impacto positivo en el desarrollo económico del país y la calidad de vida de la gente.
Al mismo tiempo, el contralor resaltó que el hecho de que el director del Indrhi haya invitado nueva vez a la Contraloría a fiscalizar la obra, “es una señal de que este funcionario se maneja con transparencia, que rinde cuentas, porque no ha tenido ningún temor de que el pueblo dominicano conozca todo lo que se ha desarrollado en esta magna obra”.
“Si no hubiese sido así, no invita por segunda vez a la Contraloría General de la República para que esta institución, que es parte del control interno, conozca cómo se han invertido los fondos que provienen desde el exterior, a través de un préstamo, y los provenientes del presupuesto general del Estado, que corresponden al pueblo dominicano”, explicó Santana García.
“Todo lo que se ha discutido, cualquier hallazgo que nuestra unidad de auditoría interna haya podido detectar al hacer las auditorías correspondientes, se le ha dado la debida respuesta; eso habla muy bien de esta institución”, agregó el Contralor.
“Nosotros nos sentimos satisfechos, porque estamos comprobando en el mismo terreno, al hacer un descenso en la misma presa, cómo se han ido aplicando los fondos que la Contraloría ha tenido la responsabilidad de aprobar mediante el registro del contrato, adendas, libramientos de pagos y fiscalización".
Mientras, el director general del Indrhi resaltó que la construcción del embalse de esta presa se encontró en un 29 % de ejecución y en tres años lo entregará listo por el apoyo y la decisión del presidente Luis Abinader para concluir la obra.
“Eso nunca se había visto porque siempre los gobiernos que venían eran para paralizarla”, dijo.
Olmedo Caba consideró que esta es la obra más significativa del país y de la región Sur, porque va a marcar el bienestar y desarrollo para los ciudadanos de estas provincias.
Caba valoró el trabajo de la Contraloría en lo que respecta a la aprobación fluida de los recursos, de manera oportuna, evitando que la obra se paralizara. “El apoyo del Contralor, licenciado Félix Santana García ha sido determinante para que los procesos burocráticos fluyeran como lo demanda esta construcción”, expresó.

La presa de Monte Grande es un complejo de obras hidráulicas que busca controlar las inundaciones en la cuenca baja del río Yaque del Sur, el desarrollo y modernización de las infraestructuras de riego, el suministro sostenido de agua potable, la generación y distribución de energía, la pesca y el turismo ecológico.
Comprende, además, la rehabilitación y complementación de la Presa de Sabana Yegua.
El Proyecto Montegrande es ejecutado por el Gobierno bajo la responsabilidad del Indrhi. Se encuentra ubicado sobre el río Yaque del Sur en la provincia de Barahona y su inicio promete amplios beneficios para todo el país, sobre todo en el desarrollo económico y social de la región Sur.
