Gobiernos de República Dominicana y Guatemala firman acuerdo definitivo de servicios aéreos

La República Dominicana ampliará su conectividad aérea al ultimar la firma del acuerdo de servicios aéreos con la República de Guatemala a través de la Junta de Aviación Civil (JAC), órgano responsable del estudio, negociación y conclusión de los acuerdos internacionales para el establecimiento de transporte aéreo internacional. Así lo dieron a conocer las autoridades aeronáuticas de ambos países, José Ernesto Marte Piantini y Francis Arturo Argueta Aguirre, presidente de la JAC y director general de Aeronáutica Civil de Guatemala, respectivamente.

El acuerdo de servicios aéreos entre los dos países contó con la presencia del presidente constitucional de la República de Guatemala, doctor Alejandro Eduardo Giammattei Falla; Sara Paulino Cárdenas, embajadora extraordinaria y plenipotenciaria de la República Dominicana ante el Gobierno de Guatemala, y Paola Pla, secretaria de la JAC. En el mismo se establece un enfoque de plena liberalización (Cielos Abiertos) donde se contemplan derechos de tráfico de hasta Sexta Libertad del Aire para vuelos combinados y de carga, y hasta Séptima Libertad del Aire para vuelos exclusivamente de carga.

Durante la ceremonia para la firma del acuerdo para el transporte de pasajeros, carga y correo entre ambos países, Marte Piantini afirmó que la suscripción de este instrumento muestra el compromiso de ambas naciones de afianzar y contribuir al fortalecimiento de las relaciones bilaterales en materia de aviación civil.  Agregó, además, que “este nuevo acuerdo con Guatemala genera de inmediato nuevas oportunidades para las compañías aéreas dominicanas y más opciones para los usuarios de los servicios aéreos de ambos países”.

El tráfico de pasajeros y el movimiento de aeronaves entre República Dominicana y Guatemala se realiza a través de vuelos bajo modalidad de permisos especiales y vuelos no regulares o chárter, sin que hasta el momento haya rutas establecidas con vuelos directos. "A partir de ahora se abre una nueva etapa de la actividad aerocomercial domínico-guatemalteca, la cual permitirá aumentar el flujo de viajeros entre los dos países, especialmente entre los aeropuertos internacionales La Aurora y Mundo Maya”, dijo el presidente de la JAC.

Destacó que este nuevo acuerdo posibilitará la expansión de vuelos entre las dos naciones y contribuirá a que las aerolíneas designadas puedan operar entre los dos territorios sin límite de frecuencias.

Marte Piantini destacó la importancia de este acuerdo para la conectividad de los dos países: “Desde el 2018 han llegado a la República Dominicana unos 36,838 viajeros guatemaltecos,  a través de vuelos con escala en Tocumen, Panamá o Ft. Lauderdale en Estados Unidos de América; con este acuerdo pretendemos establecer vuelos regulares directos”.

El presidente de la JAC sostuvo también que el convenio marca un hito importante en las relaciones bilaterales de los dos países. “Este acuerdo de Cielos Abiertos establece un marco jurídico para el transporte aéreo internacional, con el fin de facilitar el crecimiento de un sistema de aviación civil eficiente que propicie la creación  nuevas oportunidades para ambos países”, dijo Marte Piantini a la prensa que cubre la fuente palaciega guatemalteca.

“El interés del presidente de la República Luis Abinader es que la República Dominicana continúe con su política de Cielos Abiertos en beneficio del sector aeronáutico dominicano, promoviendo así el intercambio comercial”, destacó el presidente de la JAC al concluir la firma definitiva del acuerdo.

El acuerdo y las relaciones aéreas entre RD y Guatemala

En el acuerdo se establece el enfoque de Cielos Abiertos (plena liberalización), flexibilidad para operar vuelos en cualquiera de las direcciones o en ambas, combinar diferentes números de vuelo en la operación de una aeronave, derechos de tráfico de Sexta Libertad del Aire para pasajeros en rutas operadas por aerolíneas designadas para ambos países y más allá. Además, en el acuerdo se contempla que las aerolíneas designadas puedan realizar operaciones bajo el régimen de Código Compartido y en vuelos  no regulares o Chárter.
