El director ejecutivo del Instituto Nacional de Recursos Hidráulicos (INDRHI), Olmedo Caba Romano, presentó ante la Comisión Permanente de Hacienda de la Cámara de Diputados los avances del Proyecto Múltiple de la Presa Monte Grande.
Dicha presentación da continuidad al estudio del proyecto de Ley Especial que procura modificar para esa obra el umbral del 25% de incremento permitido por la Ley 340-06, de Compras y Contrataciones, a los fines de que el embalse de la presa se culmine a finales de año, conforme a lo programado.
El proyecto de Ley Especial presentado por el Poder Ejecutivo y que actualmente se encuentra en la Cámara de Diputados, fue aprobado por el Senado el pasado mes de junio. La solicitud requiere la autorización de ambas cámaras ya que, con base en los datos que presentó el organismo hidráulico durante el encuentro con la Comisión Permanente de Hacienda, para la terminación de esa importante obra que impactará a las provincias del Suroeste del país, se requiere una enmienda de USD 150 millones adicionales, lo que supera el 25%.
“Para nosotros es fundamental que la Cámara de Diputados apruebe este proyecto especial, lo que nos permitirá completar esencialmente la cortina de la presa”, precisó el funcionario. Con esa enmienda, que se constituirá en la cuarta de ese proyecto múltiple, su costo final será de USD 588.9 millones, monto al que se suman USD 34.6 millones de supervisión, para un costo global de USD 623.5 millones.
Tras la presentación, Caba Romano informó sobre el compromiso asumido por el Gobierno de entregar próximamente el componente social del proyecto, que consiste en el Centro Poblado donde habitarán bajo condiciones de vida digna 390 familias, pues contarán con servicios de agua potable, escuela, canchas deportivas, iglesia, hospital, cuartel policial, plantas de tratamiento de aguas, entre otros.
Indicó que la entidad ha dispuesto doble turno en las jornadas para acelerar los trabajos y destacó que las obras hidráulicas contribuyen a elevar la calidad de vida de la gente porque mitigan inundaciones y permiten la distribución de agua potable, para riego, así como la generación hidroeléctrica.
El encuentro fue encabezado por el presidente de la Comisión de Hacienda de la Cámara de Diputados, José Santana Suriel, y estuvieron sus miembros Félix Antonio Castillo Rodríguez, Enriqueta Javier Rojas, César Santiago Rutinel y Héctor Féliz, entre otros.
Por el INDRHI, asistieron también el director de la Unidad Ejecutora, Carlos Javier; el director jurídico, Luis Decamps; el director administrativo y financiero, Ángel De León, y Nieves Segura, de la Unidad Ejecutora del proyecto.
