El ministro de Industria, Comercio y Mipymes, Víctor -Ito- Bisonó, aseguró que la República Dominicana avanza a paso firme por el camino de la productividad, el desarrollo y la competitividad, gracias a que el presidente Abinader declaró la calidad como una prioridad.
“Hoy el presidente Luis Abinader se encuentra aquí respaldando ese compromiso que hemos asumido para que sea un sello que acompañe todo lo que se hace y ofrecemos en la República Dominicana. Gracias, señor presidente, por darnos a todos el buen ejemplo de cómo se actúa y se fomenta la cultura de la calidad”, expresó el ministro Bisonó.
Al hablar en el Foro Nacional de la Calidad, que lleva por lema “Fomentando la Cultura de la Calidad”, explicó que se realiza cada año en el aniversario de la promulgación de la Ley 166-12 que crea el Sistema Dominicano para la Calidad (SIDOCAL) y observó como muy importante que se inserte en la idiosincrasia de los dominicanos el fomento de la Cultura de la Calidad.
Bisonó, que además preside el Consejo Directivo del Consejo Dominicano para la Calidad, señaló que educar a las nuevas generaciones es la vía correcta para fomentar ese modelo cultural. “Y por eso hoy hemos firmado un acuerdo de colaboración interinstitucional para instituir el Día Escolar de Fomento a la Cultura de la Calidad".
La alianza, fue suscrita por representantes del Ministerio de Industria, Comercio y Mipymes, el Consejo Dominicano para la Calidad (CODOCA), Instituto Dominicano para la Calidad (INDOCAL), Organismo Dominicano de Acreditación (ODA), y el Ministerio de Educación (MINERD).
El ministro Bisonó exhortó a todo el sistema educativo, maestros, alumnos y la comunidad de padres y tutores, a hacer suyo el programa de actividades dirigido a fomentar la cultura de la calidad en las escuelas y colegios de todo el territorio nacional.
“Fomentar la calidad en nuestros estudiantes desde la primera infancia no es más que fomentar la costumbre de hacer bien las cosas, aprender a hacer el mejor esfuerzo en cada tarea y en cada actividad”, indicó.
Bisonó espera que el Directorio de Servicios Gubernamentales de la Calidad, un catálogo presentado en el evento, sea una útil herramienta digital que reúna todos los servicios que se ofrecen desde el Estado.
En la misma está la normalización, metrología, acreditación, vigilancia de mercado, reglamentación técnica, evaluación de la conformidad, laboratorios, pruebas, calibración, ensayos; entidades que certifican, entidades que acreditan, entidades acreditadas, entidades certificadas y órganos de inspección e inspectores.
Competitividad eje central de toda estrategia
De su lado, el ministro de la Presidencia, Joel Santos, destacó que hoy en día en el mundo interconectado, claramente la competitividad es el eje central de toda estrategia.
Sostuvo que no solamente se trata de tener un producto barato, y que la competitividad no se trata solamente de precio, sino que es un balance entre la calidad y el precio.
“Los consumidores cada vez más están mejor informados, pero no es solamente mejor informados, sino que requieren más información”, resaltó Santos.
Santos dijo que, conjuntamente, el sector público y privado tienen la obligación de asegurar que la información fluya, que las personas puedan tomar decisiones inteligentes, para que así los productos dominicanos puedan competir en los mercados internacionales, los cuales tienen unas competencias feroces.
Expuso que se debe continuar fomentando la calidad de los productos locales para poder crecer y reiteró que esto se logra trabajando de la mano con el Gobierno dominicano, el cual ha trabajado con el sector privado en diferentes aspectos.
Avances significativos de RD con cultura de calidad
En tanto, el presidente del Consejo Nacional de la Empresa Privada (CONEP), Celso Juan Marranzini, sostuvo que ha sido testigo de cómo la República Dominicana ha logrado avances significativos en la instalación de una cultura de calidad.
Marranzini resaltó los avances que se han logrado desde la aprobación de la política nacional de calidad 2021–2024, la cual, agregó, ha garantizado seguridad, salud y bienestar a la población y ha contribuido a elevar los estándares en productos y servicios.
Indicó que desde la puesta en marcha de la mencionada política se han aprobado más de 46 proyectos de normas. Añadió que se elaboró, por primera vez, la guía de buenas prácticas en materia de reglamentación técnica y se firmó el pacto de fomento de una cultura de calidad.
“Estos son apenas algunos de los casos que demuestran que seguimos dando pasos que nos colocan a la par de las buenas prácticas internacionales”, indicó Marranzini.
Asimismo, el presidente de la Asociación de Industrias de la República Dominicana (AIRD), Julio Brache, dijo que en la economía dominicana cada vez más las empresas han de producir y proveer bienes o servicios con estándares de calidad mundial los consumidores.
"Desde la Asociación de Industrias de la República Dominicana, aplaudimos de manera constante a todos los industriales que hacen posible que lo hecho en República Dominicana viaje por el mundo con la calidad como pasaporte y fomente bienestar social para los dominicanos y dominicanas que hoy encuentran en el sector industrial, empleo competitivo con grandes oportunidades de crecimiento", expresó Brache.
En la actividad estuvieron el ministro de Economía, Planificación y Desarrollo, Pável Isa Contreras; el director ejecutivo del Organismo Dominicano de Acreditación, Ángel David Difó; el director del Instituto Dominicano para la Calidad (INDOCAL), Lorenzo Ramírez; el secretario general interino del Consejo Dominicano para la Calidad (CODOCA) y viceministro de Desarrollo Industrial del Ministerio de Industria y Comercio, Fantino Polanco; el director ejecutivo del Instituto Nacional de Protección de los Derechos del Consumidor (PROCONSUMIDOR), Eddy Alcántara, y el director del Instituto de Formación Técnico Profesional (INFOTEP), Rafael Santos Badía.
