República Dominicana acoge importante reunión de la ONU por cambio climático

A partir de este martes, República Dominicana será sede de la III Reunión del Comité de Transición de la Convención Marco de Naciones Unidas para el Cambio Climático (CMNUCC), un espacio de diálogo y análisis que trabaja para establecer un fondo enfocado en ayudar a países en desarrollo a hacer frente a desastres por efectos del cambio climático.

La iniciativa de especificar un fondo para ayudar a los países particularmente vulnerables a enfrentar pérdidas y daños asociados al cambio climático fue acordada en la Conferencia de las Naciones Unidas sobre el Cambio Climático (COP 27).

La viceministra de Cambio Climático y Sostenibilidad del Ministerio de Medio Ambiente y Recursos Naturales, Milagros De Camps, representa al Gobierno dominicano en las reuniones técnicas que abordarán, entre otros temas, el establecimiento de arreglos institucionales, modalidades, estructura, gobernanza y términos de referencia para el fondo.

De Camps explicó que “en el marco de esta reunión, que es la penúltima reunión donde ya se tienen que entregar recomendaciones de cara a la CO28 en Dubai, debemos tener resultados concretos, debemos trabajar en base a la solidaridad de los países y la vulnerabilidad de los países más vulnerables al cambio climático, que es para quienes se ha diseñado y estructurado este fondo”.

“Los países como nosotros, pequeños estados insulares en vías de desarrollo, ya estamos haciendo frente a estos efectos adversos asociados al cambio climático que nosotros no causamos y eso está limitando nuestra capacidad de desarrollo sostenible y nuestros esfuerzos para reducir la pobreza en nuestros países”, resaltó De Camps.

El cónclave cuenta con la participación de 88 representantes oficiales de los países del CMNUCC, así como de observadores de organizaciones no gubernamentales y de la sociedad civil.

Además de la viceministra De Camps encabezaron el acto de apertura, Richard Sherman y Outi Honkatukia, copresidentes del comité transicional; Daniel Violetti, del Secretariado de la CMNUCC y director de los Medios de Implementación de la Convención, y el viceministro de Política Exterior, Rubén Silié.

El Comité de Transición está compuesto por 24 miembros de las Partes en la Convención y en el Acuerdo de París, de los cuales 10 son países desarrollados y 14 en vía de desarrollo.

Además de República Dominicana son miembros del Comité de Transición: Egipto, África del Sur, Sudán, Zambia, Emiratos Árabes Unidos, India, Filipinas, Arabia Saudita, China, República de Corea, Pakistán, Chile, Colombia, Brasil, Venezuela, Barbados, Antigua y Barbuda, Reino Unido, Japón, Dinamarca, Alemania, Países Bajos, Irlanda, Canadá, Finlandia, Australia, Francia, Estados Unidos, Armenia, Bután, Noruega, Timor Oriental y Maldivas.

Al acoger la cumbre, República Dominicana demuestra su compromiso con los acuerdos climáticos y, a la vez, llama la atención sobre su propia vulnerabilidad por su posición de país insular en desarrollo.

Igualmente, se identificarán las posibles fuentes de financiación, reconociendo la necesidad de apoyo de una amplia variedad de fuentes, incluidas las innovadoras.

Durante los encuentros también se analizará el panorama actual de las instituciones, incluidas las mundiales, regionales y nacionales, que financian actividades relacionadas con el tratamiento de las pérdidas y los daños, y las formas en que se puede mejorar la coherencia, la coordinación y las sinergias entre ellas.
