La cantidad de personas con acceso al crédito formal continúa en aumento en República Dominicana, de acuerdo con informaciones ofrecidas este miércoles por el superintendente de Bancos, Alejandro Fernández W.

“La cantidad de deudores o personas que están usando su acceso al crédito formal, como porcentaje de la fuerza laboral, alcanzó su máximo histórico, llegando a representar el 28.1 % de quienes se encontraban en edad de trabajar a marzo de 2023. Se trata del 44.1 % de las personas económicamente activas para esa fecha. De nuevo, reconocemos este resultado teniendo en cuenta la obligación de seguir avanzando hacia una mayor inclusión financiera”, informó.

En ese sentido, el funcionario precisó que entre junio 2022 y junio 2023 se agregaron al sistema 216,801 nuevos deudores, superando en casi un 100 % los 118,917 ganados entre junio 2021 y junio 2022. En términos acumulados, el sistema registra 210,000 deudores adicionales a los que había en registro previo a la crisis sanitaria.

Fernández W. explicó que este es un dato alentador, con el cual se expresa que el mercado bancario está jugando un rol relevante en la reactivación económica postpandemia y como indicador de inclusión.

El funcionario habló en esos términos durante su presentación de resultados a los colaboradores de la Superintendencia de Bancos (SB), a propósito de los tres años de esta gestión. Aprovechó para agradecer al equipo que lo acompaña, por su “compromiso y excelencia”, y valoró el gesto del presidente de la República, Luis Abinader Corona, por darle esta oportunidad.

Panorama del sector

El superintendente de Bancos ofreció un panorama del desempeño del sector. Entre junio de 2022 y junio de 2023, los activos del sistema financiero experimentaron un crecimiento de 13.9 %, alcanzando RD 3.27 billones, equivalente a 52.2 % del producto interno bruto (PIB).

De forma similar, la cartera de créditos del sistema tuvo una variación interanual de 16.5 %, a junio de 2023, lo que contribuye a mantener el crecimiento de la demanda en la economía.

“En efecto, el crédito del sistema financiero ascendió a RD 1.77 billones (27.7 % del PIB), para un aumento interanual de RD 250,996 millones. En términos reales, es decir, ajustado por la inflación, el crédito al sector privado en moneda nacional presentó un crecimiento de 10.1 % a junio 2023”, expresó.

La solvencia del sistema se mantiene estable luego del impacto negativo de los aumentos de las tasas de interés sobre la cartera de préstamos e inversiones. Al mes de junio, este indicador presentó un incremento en relación con el año anterior, ubicándose en 17.19 %, muy por encima de la exigencia legal del 10 %.

El índice de morosidad se mantiene con tendencia a la baja, al alcanzar el menor nivel de los últimos años en junio 2023, con 1.14 %. Mientras que la morosidad estresada del sistema –una medida más estricta de morosidad que la Superintendencia monitorea desde la pandemia– se situó en 6.93 %.

Usuarios y usuarias financieros

Desde el inicio de esta gestión, se ha puesto a los usuarios y usuarias financieros en el centro de las acciones de la Superintendencia de Bancos. Entre las iniciativas más contundentes se encuentra la ampliación de los canales de comunicación, sumando la aplicación, página y redes de ProUsuario.

La APP cuenta con más de 200,000 usuarios registrados, lo que representa un 76 % de incremento en relación con agosto 2022.

De igual manera, ProUsuario ha recibido un total de 5,287 reclamaciones o reconsideraciones en lo que va de año. Los procesos terminaron con una favorabilidad de un 65 % para los usuarios. Las reclamaciones llevaron a que se instruyera la devolución en beneficio de los usuarios reclamantes de RD 162.4 millones, para un incremento de un 39 % con respecto al mismo periodo del año previo.

Por otro lado, a través de la iniciativa Dinero Busca Dueño, la SB ha devuelto RD 220.1 millones a 1,574 usuarios de entidades que salieron del sistema financiero antes de que la Ley No. 183-02 Monetaria y Financiera estuviera vigente. Este monto es superior a lo logrado en los primeros 24 meses de esta gestión (54.2 millones) y al monto devuelto en el período comprendido entre agosto 2005 y agosto 2020 (179.4 millones).

Con el fin de reducir la brecha en la educación financiera de la población, la institución lanzó la Ruta nacional de educación financiera, con la charla Ponte pa´ tus finanzas, alcanzando a estudiantes universitarios de 15 provincias en el territorio nacional, entre otras iniciativas de formación.

En términos de normativa, la SB ha emitido circulares para implementar medidas contra la intermediación financiera y cambiaria no autorizada, y actividades financieras fraudulentas (Circular SB: No. 016/22); para promover mayor transparencia y protección a los usuarios del sector. Paraell ha establecido lineamientos con respecto al tratamiento de los datos biométricos de los usuarios (Circular SB: Núm. 017/22), y para estandarizar el registro de las reclamaciones realizadas por los clientes (Circular SB: Núm. 002/23).
