El presidente Luis Abinader resaltó este martes que al cierre de 2022, la inversión extranjera directa en el país superó la cifra de los USD 4,000 millones, la más alta en los últimos 30 años y que ya en el primer semestre de este 2023 pasan los USD 2,000 millones, con proyección a un monto aún mayor al finalizar el año.
El mandatario dijo que estas cifras son el resultado del nuevo clima que ha procurado desde el Gobierno para establecer un terreno fértil y seguro que permita la inversión productiva y la expansión de las empresas en cada rincón del país.
"Esto es parte del compromiso que hemos asumido para crear condiciones favorables para las inversiones presentes y futuras, que atienda las necesidades de servicios que surgen durante todo el proceso de ejecución de los proyectos de inversión, tratando de simplificar trámites y acelerando procesos administrativos transparentes con un Gobierno impregnado en prácticas de honestidad", aseguró.
El presidente Abinader habló durante la presentación de los resultados del estudio "Impacto de la Inversión Extranjera Directa en la Economía Dominicana: Dupliquemos la Inversión", que realizó la Asociación Dominicana de Empresas de Inversión Extranjera (ASIEX).
Durante el evento, la Junta Directiva de ASIEX, entregó un reconocimiento especial al presidente Abinader "por su liderazgo en la formulación e implementación de políticas públicas que han propiciado un crecimiento histórico de la inversión extranjera en la República Dominicana y por su visión estratégica de trabajo conjunto con el sector privado para crear un entorno propicio para el desarrollo económico, la prosperidad y el aumento de inversiones y reinversiones".
Además, “por su compromiso en la maximización del desarrollo humano a través del crecimiento económico, así como por su liderazgo en las iniciativas para lograr el posicionamiento global de la República Dominicana como punto clave de interconexión comercial regional y por convertir su gestión en un pilar esencial para generar oportunidades y empleos en beneficio de todos los ciudadanos".
El presidente Abinader manifestó que este reconocimiento le da un mayor compromiso de seguir trabajando en un firme rumbo que lleve al país a alcanzar el bienestar social que merecen todos los dominicanos, consolidando el crecimiento a través de generación de oportunidades para la inversión y el robustecimiento las políticas que impulsen todos esos logros.
El jefe de Estado manifestó, además que, resulta altamente gratificante el resumen del estudio presentado en el día de hoy por ASIEX, en el que se puede constatar que en el año 2022 las empresas de inversión extranjera del país representaron el 3.9% del PIB, lo cual suma el 30 % de los ingresos fiscales directos o indirectos, y el 73 % de las exportaciones, así como el 18.8 % de los aportes del sector privado a la seguridad social y la generación de más de 200,000 empleos formales.
"Nuestras políticas públicas están orientadas a fortalecer la institucionalidad y fomentar la colaboración público-privada con el objetivo de atraer y retener inversión extranjera directa. Y sobre esa base descansa el Gabinete de Promoción de Inversiones, creado en el año 2020 bajo la coordinación de la vicepresidenta de la República, con el objetivo de impulsar políticas y mecanismos que faciliten las inversiones en sectores estratégicos para el desarrollo", indicó.
Además, expuso, han puesto en marcha una serie de medidas para acompañar todo ese proceso de fortalecimiento, que incluye el impulso de iniciativas como el Programa Burocracia Cero, la Ventanilla Única de Inversión, o el Plan Nacional de Fomento a las Exportaciones, junto con otros proyectos, entre los que destacó la creación de la Estrategia Nacional para el Fomento de las Inversiones y la Reinversión, que lideran el Gabinete de Inversión y ProDominicana.
"Avanzando por la senda correcta hacia el crecimiento y el desarrollo de nuestro país generamos confianza y ofrecemos un clima de seguridad incomparable para inversionistas y empresas, que se refleja en los buenos resultados presentados en el día de hoy", afirmó.
El mandatario expresó que desde su llegada al Gobierno ha implementado una política de colaboración mutua entre el sector privado y el Estado dominicano, porque cree firmemente que es una muy buena manera de generar empleos, de garantizar la seguridad jurídica de las empresas y fomentar la inversión a gran escala.
"Las empresas de inversión extranjera han impulsado la competitividad de República Dominicana en los mercados internacionales, contribuyendo así a la diversificación exportadora, abriendo puertas de oportunidades para que nuestros agentes económicos conecten con las cadenas globales y desarrollen actividades productivas de mayor valor agregado", resaltó.
En ese sentido, el gobernante agradeció a la Asociación de Empresas de Inversión Extranjera por sus grandes aportes y por liderar la elaboración y presentación de los resultados de este estudio sobre el impacto que ha tenido la inversión extranjera directa en la economía y en el desarrollo social de la República Dominicana. Igualmente, rindió un homenaje a don Alfonso Paniagua por su incuestionable compromiso con el desarrollo económico y social del país.
"Estamos en el mejor momento para la inversión, estamos muy optimistas con los objetivos económicos para el próximo año, estamos viendo crecimiento de más de un 5 % para el año 2024 y este crecimiento se va a convertir en desarrollo social y económico".

De su lado, el presidente de ASIEX, Alejandro Peña Prieto, expresó: "Señor Presidente, me gustaría aprovechar este espacio para expresar en nombre de ASIEX nuestro reconocimiento y agradecimiento por su visión estratégica y elogiar los esfuerzos emprendidos por su Administración para asegurar la resiliencia y la estabilidad de nuestra economía, robustecer la seguridad jurídica de las inversiones, elevar los niveles de transparencia y eliminar obstáculos burocráticos superfluos".
Y agregó: "Todas estas medidas, sin lugar a dudas, han tenido un impacto fundamental en la creación de un entorno propicio para los negocios, y han contribuido significativamente al destacado posicionamiento que nuestro país ostenta como destino de inversión".
Peña Prieto expuso que el hecho de que al cierre de 2022 la inversión extranjera directa en el país haya superado los USD 4,000 millones, la más alta en los últimos 30 años, consolida a la República Dominicana como líder indiscutible en la captación de inversión extranjera directa en toda la región de Centroamérica y el Caribe e, igualmente, como uno de los principales destinos en toda Latinoamérica, al tiempo de destacar que se espera que al cierre del año en curso este monto sea aún mayor.
Consideró que estos números no son meras estadísticas, sino que son el testimonio tangible de la confianza que inversionistas alrededor del mundo han depositado en esta nación y de las políticas efectivas que como país han implementado para fomentar un entorno propicio para la inversión y la reinversión.
"Estos logros son aún más significativos si consideramos los grandes desafíos que hemos enfrentado, producto de la pandemia y del complejo escenario geopolítico, y en este contexto global turbulento, la República Dominicana se erige como un destino sólido y atractivo en el cual invertir".
Resultados del Estudio
La presentación de los resultados correspondió al CEO de Ecoanalítica, Alejandro Grisanti.
Dentro de los principales resultados del estudio de ASIEX, que tomó como referencia de análisis un campo de más de 600 empresas de inversión extranjera radicadas en el país y fue realizado con las estadísticas oficiales de 2022, se encontró con que la inversión sostenida de las empresas de inversión extranjera directa representaron 3.9 % del PIB en 2022, realizaron el 73 % de las exportaciones nacionales (USD 8, 938 MM), aportaron el 18.8 % el sector privado a la seguridad social y generaron, también, más de 200,000 empleos formales y de calidad a la economía nacional.
Además, contribuyeron con el 30 % de todos los ingresos fiscales, directo o indirectos (USD 4,398 MM). El estudio también muestra que las empresas de inversión extranjera directa reinvierten al menos el 60.9 % de sus utilidades, lo cual es una clara señal de confianza y compromiso de continuar aportando al desarrollo económico y social de la República Dominicana.
ASIEX propuso la creación de una estrategia nacional para el fomento de las inversiones y la reinversión, con el objetivo de duplicar la inversión extranjera directa en la República Dominicana para el año 2028, de acuerdo a resultados que reveló un estudio de esta Asociación, realizado con el apoyo de la firma Ecoanalítica, en el que se analiza el impacto y comportamiento de la inversión extranjera directa en la economía dominicana y su incidencia social.
Durante el acto, acompañaron al presidente Abinader, el ministro de la Presidencia, Joel Santos; la viceministra de Comercio Exterior del Ministerio de Industria Comercio y Mipymes, Vilma Arbaje; la directora Ejecutiva de ProDominicana, Biviana Riveiro; el director general de Impuestos Internos, Luis Valdez; el director ejecutivo del Consejo Nacional de Zonas Francas de Exportación, Daniel Liranzo, y el de la Dirección General de Alianzas Público Privadas; Sigmund Freund, así como el subdirector de la Dirección General de Aduanas, Daniel Peña.
