Por tercer año consecutivo la República Dominicana ha presentado mejoras en las acciones de lucha contra corrupción, según el Índice de Capacidad para Combatir la Corrupción (CCC) 2023, que en su más reciente informe detalla cómo el país conserva el quinto puesto entre los 15 países evaluados.
El Índice que evalúa la capacidad de los países latinoamericanos para detectar, castigar y prevenir la corrupción, expresa que la mayoría de los avances se registraron en la categoría de capacidad legal, que mejoró un 11 %desde 2022, impulsado por avances significativos en las variables que evalúan a los instrumentos de delación premiada y a las agencias anticorrupción.
El Índice CCC examina 14 variables claves las cuales agrupa en tres categorías: Capacidad Legal que obtuvo una puntuación de 5.80; Democracia e Instituciones Política con una puntuación de 4.50 y Sociedad Civil y Medios de Comunicación con 5.41.
El CCC además pondera que en julio de 2022, el presidente Luis Abinader promulgó la Ley No. 340-22 de Extinción de Dominio, que constituye un mecanismo novedoso y una respuesta eficaz contra la corrupción organizada, el narcotráfico y otros ilícitos, ya que se enfoca exclusivamente en la persecución de toda clase de activos que integran la riqueza derivada de la actividad delictiva.
Se destaca además que las variables que miden la independencia judicial y la independencia del Ministerio Público también registraron ganancias moderadas, donde se resaltó el trabajo que ha venido realizando la Fiscalía Especializada en Corrupción Administrativa (PEP-CA), con las investigaciones anticorrupción de alto perfil durante el año pasado, como son la Operación Coral, Coral 5G, Antipulpo, Medusa y Calamar.
Asimismo, el informe de la CCC destaca como positivo el hecho de que los funcionarios del gobierno actual que han sido asociados con la presunta corrupción han sido despedidos o renunciados.
Un gobierno ético y transparente
Desde que en el 2020 el presidente Luis Abinader asumió su cargo para dirigir la República, ha enfatizado la lucha contra la corrupción, lo que ha contribuido a un progreso constante en general.
El crecimiento de la República Dominicana en cuanto al combate contra la corrupción ha sido notable, pasando de un 2.16 % en el año 2020, a un 5.42 % en el 2023.
La Dirección General de Ética en Integridad Gubernamental (DIGEIG) continúa comprometida con la comunicación constante con los organismos internacionales acerca de los compromisos de lucha contra la corrupción.
Detalles sobre el CCC
La categoría Capacidad Legal evalúa 7 variables que son: Independencia y eficiencia judicial con 5.16; Independencia y eficacia de los organismos anticorrupción con 6.83; Acceso a la información pública y transparencia general del gobierno con 6.97; Independencia y recursos de la Fiscalía General y de los agentes de investigación con 3.83; Nivel de conocimientos y recursos disponibles para combatir los delitos de cuello blanco con 4.96; Calidad de los instrumentos de delación premiada con 07 puntos y Nivel de cooperación internacional en materia de orden público, 6.67.
En cuanto a la categoría Democracia e Instituciones Políticas, la variable Calidad y aplicabilidad de la legislación sobre financiación de campañas presenta una puntuación de 3.57, mientras que la variable Procesos legislativos y de gobierno tiene una puntuación de 3.60. Finalmente, la variable Calidad general de la democracia presenta una valoración de 6.80.
Asimismo, la categoría Sociedad Civil y Medios de Comunicación presenta una puntuación de 3.67 en la variable Movilización de la sociedad civil contra la corrupción; 5.67 en Mejoras en la educación, 6.32 en la variable Calidad de la prensa y del periodismo de investigación y 5.97 en Comunicaciones digitales y redes sociales.
El país con la puntuación más alta en el Índice CCC 2023 es Uruguay (6.99 sobre 10), seguido por Costa Rica (6.76), Chile (6.67), Perú (5.53), República Dominicana (5.42), Panamá (5.39), Argentina (5.07), Brasil (4.83), Colombia (4.78), Ecuador (4.68), Paraguay (4.61), México (3.87), Guatemala (2.86), Bolivia (2.56) y Venezuela (1.46).
